UN Announces AI for Good Commission

New initiative aims to strengthen international AI governance

The United Nations and the International Telecommunication Union (ITU) have announced the AI for Good Global Commission, a new international initiative intended to strengthen collaboration between governments, technology companies, researchers, and civil society on artificial intelligence governance. The commission will hold its inaugural meeting on 8 July in Geneva during the ITU's AI for Good Global Summit.

The announcement comes ahead of the first Global Dialogue on AI Governance, established by the United Nations General Assembly following adoption of the Global Digital Compact in 2024. Taking place on 6–7 July in Geneva, the dialogue is intended to provide a recurring forum where governments and stakeholders can discuss international approaches to AI governance.

The AI for Good Global Commission will be co-chaired by Paul Kagame and Marc Benioff. According to the United Nations, the commission is designed to bring together heads of state, leaders of international organizations, executives from companies developing frontier AI systems, and representatives from academia and civil society. Its work will focus on advancing cooperation around AI governance, standards, capacity building, and responsible deployment.

The announcement follows publication of the preliminary report from the UN's Independent International Scientific Panel on Artificial Intelligence. Prepared by 40 experts from around the world, the report concludes that AI offers significant opportunities in areas including healthcare, education, and scientific research while also presenting governance challenges related to safety, misinformation, inequality, and the concentration of technological power. It also notes that many countries currently lack the technical capacity to independently evaluate frontier AI systems.

Together, the AI for Good Global Commission, the Independent International Scientific Panel on Artificial Intelligence, and the Global Dialogue on AI Governance form three interconnected initiatives intended to strengthen the UN's emerging framework for international AI governance. Rather than proposing binding regulation, these efforts are designed to provide scientific evidence, encourage international coordination, and support the development of shared approaches as AI capabilities continue to advance.
